Fissionable materials are not that difficult to to come by for a nation state in the current world climate. If you don't get the core of an existing, "lost" warhead from the former Soviet Union, then it could be acquired from natural sources. U-238 is reasonably common. I personally had a mineral collection that had about 4 KG of U238 by weight. It also had about 2 KG of Radium (not sure of the isotope) and other "rare earths" in it. Collecting UO4 isn't that big of a problem if your nation had gold or copper deposits. Then a breeder reactor can be used to increase fisile materials. Hell, there is a natural, fossil breeder reactor in Africa, in Gabon at OKLO. The biggest problem in the enrichment. But it can be done. My ONLY point was that the controversy over the documents on the internet is BS, as everything needed for a simple weapon can be found in a college library.
