More on this.  

The precinct in Isle of Wight is truly the only precinct in the state that
hasn't reported, however, the results are also showing that 2 precincts in
James City County are not reporting, even though they have.

These two precincts are what are being called "Ghost Precincts".  They don't
really exist.  There are no votes for those precincts, but the computers are
not accepting a 0 vote count.

Too funny if you think about it.  Testing never assumed no votes in a
precinct?

There is one precinct still out in VA.  In Isle of Wight County.

With 92.31% of Precincts counted in that county, the following

Allen - 6,984 Votes 57.26%
Webb -  5,050 Votes 41.40

Extrapolating based on those percentage points shows:
Allen receiving - 7566 Votes total (582 extra Votes) Webb receiving - 5471
Votes total (421 extra Votes)

With a base difference of 161 votes going toward Webb.

Based on Mathematics (grin) again, I'm declaring VA for Webb with a recount
probably being requested by Allan since the difference is .31%
