Why is it either black or white? Read the article, it's not full blown civil war, it's militias mixed in with police attacking other militias. These people got caught and put in jail. Doesn't mean there aren't many more, also doesn't mean the entire police force are militia. It's an ongoing problem that they're dealing with. If they don't deal with it then you may get your wish and they'll have civil war.
