I second Constant Contact.  We have a admin assistant who does light graphic
work who uses this to send out email newsletters for a handful of our
clients.  She knows *zero* tech, and she loves it.  Pretty cheap, depending
on the size of the mailing list.

They also provide an awesome stats package, who opened what, what links
within were the most popular, how long the email stayed open for, bounces,
etc.

Oh, and the URL is http://www.constantcontact.com (without the 's').
