Many states have guaranteed health insurance plans through Blue Cross. It's 
best if you can get on them when coming off COBRA which is what I did....but 
they are certainly not low cost! Any guaranteed health plan (which is often all 
that us self-employed folks can get) tends to be fairly high with large 
deductables and co-pays. What hurts even more is the self-employment tax is 
applied before deducting health insurance costs, so we pay tax on it, where 
businesses do not.
