You ever heard of Spain? Britain? Ever hear of a country called Turkey? quantifying it to a political group that is part of the government and holding that as being of the point of great relevance is ridiculous.
Other countries have been the victims of cross border raids, suicide bombings by political opponents etc. and no, they have not started a war with the country within which these factions were operating. The US hasn't bombed Pakistan although it is clear that Al Qaeda used Pakistan as a base of operations and the government had knowledge of their activities and even assisted in some ways. They haven't bombed Saudi Arabia either.
