Typically, rescue orgs and shelters have awaiting period, during that time 
they conduct home visits, contact vets and the like. Because there's been 
an increase in unscrupulous 
people getting dogs from shelters to use as fight dogs (or worse bait for 
fight dogs) or to sell to laboratories, shelters and rescues have had to 
make their adoption process much more intensive and scrutinizing.
