As a sometime seller, I never leave feedback until I've been paid *AND* the buyer has expressed satisfaction with their shipment by leaving positive feedback for me.
As a buyer, I leave feedback once my item has been received in good condition. There would be no reason at all for a seller to "drop the bomb" on a buyer by leaving negative feedback.
