As a sometime seller, I never leave feedback until I've been paid *AND* 
the buyer has expressed satisfaction with their shipment by leaving 
positive feedback for me.

As a buyer, I leave feedback once my item has been received in good 
condition.

There would be no reason at all for a seller to "drop the bomb" on a 
buyer by leaving negative feedback.

However, if the seller leaves positive feedback because the buyer paid 
promptly, they could get hit with negative feedback if the buyer wasn't 
happy with the shipment for some reason and didn't try to resolve it.
