I have the doctype set to :<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
"http://www.w3.org/TR/html4/strict.dtd";> 
and when I attempt to validate the HTML I get the following error:
document type does not allow element "DIV" here; missing one of "OBJECT",
"MAP", "BUTTON" start-tag.
 
My site is done all in CSS with DIV and P tags, is this error because of the
DOCTYPE? What should it be?
