If not America leading the world, then who? Europe doesn't have the will to
spend the kind of money necessary to take a greater hand, although guys like
Kristol would undoubtedly welcome more active European involvement.

Who else is there? We have already seen  the limits of the UN's abilities in
the last decade or so. Unless members states are willing to cede their
sovereignty to the UN, nothing will change there. The UN remains a good
forum for negotiation and for attempting to deal with some issues like
disease and poverty, but even in those areas progress is hampered by
uncooperative governments.

India might one day take a larger role, but they don't have the national
wealth yet to be a big player.
