There still need to be limits age limits as a start, so children (including
teenagers) should not be in a position to say, "I can buy aspirin, or I can
buy crack." As for recreational use v. medicinal use, that goes to the heart
of treating drug abuse as a public health issue. If the goal is to get
people to use fewer drugs, let's treat it like we treat alcohol abuse- as a
medical problem to be solved by doctors and counselors.

There are always going to be some gray areas, just as there are today with
prescription drugs. That's part of the risk of any form of legalization.
