You assume that they would act as you do: rationally. Bin Laden, however, is not rational to your way of thinking. He's a millionaire that's always been perfectly happy living in caves as long as he's pursuing Islam. He'd be more than happy to forgo any profits if it furthered his Islamic beliefs. He is now! The US knows this, and has known it, and is not willing to leave our economy on the trust that all people will act rationally. China, however, is. Which is why they don't have so much as an observer in the Middle East. Heck, they get lots of their oil from the US!
