Well, I thought I'd weigh in on this one. I do a lot of traveling and showing 
with my dogs, and it's getting harder and harder to find places that accept 
dogs because of people not cleaning up after them. We are seeing more and more 
cities enacting anti-dog legislation and when I recently was buying a home, I 
found it really hard to find a development that allowed more than 2 pets (not 
just dogs) and/or have strict requirements about building fences. So I am a big 
believer that if you have a pet, you must do everything you can to see that 
they are good citizens and not a nuisance, or it's just going to keep getting 
harder on all of us to enjoy our animals. That means not allowing them to bark 
and disturb people for extended amounts of time, keeping them confined to your 
yard, not allowing them to scare people walking by, etc. And certainly cleaning 
up after them. I'm not excusing your neighbor's behavior in any way. But just 
because your dog is sick and/or let his business somewhere it might not be seen 
doesn't mean it can't be *smelt* from above. If it's not possible to scoop it 
up, you should use some paper towels, and a liberal amount of water to wash it 
away as best you can. Obviously what he did was visible and noticeable enough 
for the neighbors to complain so it should not have been left. Sorry, but 
that's how I feel.
