Call your cable company and ask for the "local channels only" option.
ALL cable companies must offer this by federal law, but they don't
advertise it nor tell you about it.

Most toss in other channels like ESPN because it's too much of a
hassle to block them and the charge is usually like $10/mo.

I've been doing this for years in multiple cities and it's always
worked like a charm - cheap, no antenna, and broadband internet, long
distance, and phone.
