They also go into local news papers, and are distributed directly to people that request RFPs from the university, and any vendor currently providing the service. A third party service company that would support Moodle would have to compete with Blackboard as well as other Moodle vendors. I know there is at least one company that deals with Moodle that would have gotten the RFP.
