Some funding. There are a variety of restrictions that are not all that publicized. Then there are the allowable stem cell lines, most of which by now are non-viable, minimally viable or have high tumorocity (tend more toward developing cancerous tumors than stem cells). In other words the so-called funding is almost a farce. That's one of the chief reasons why many US researchers are looking at European and Canadian universities for jobs.
