That's still special cause: variation outside of the common cause
band.  If that's the case, then we are at fault.

The real unanswered question with GW is: are we in a common cause
warming variation or are we part of a special cause variation that's
still below the upper limit of common cause?

Answer: we don't know.

Action: Normally, none.  In this case, however, the risk is high
enough that we should act.
