I don't know.  That Youtube video someone posted a while ago showed them lit 
up when they were placed.  The things were glowing like a neon sign on the 
Vegas strip.  As for some of the other points:

Probably for the same reason that the backings of neon signs are painted 
black

Doubt these were high dollar items ...

Dunno what I would have thought.  We didn't see exactly how they were found 
and what they really looked like at that time.  We just have a general 
description.

I heard a blurb about this on NPR a while ago.  The two men arrested for 
this have been charged with "leaving electronic devices around the city" and 
been released on $2,500 bond.  Sadly, this will likely be an automatic 
process now.  You see, now "something" must be done, but I don't think 
anyone really knows what.  So, this will probably all be laid out before us 
like some kind of absurd, comical play where everyone plays their predefined 
parts until someone is finally revealed as the unlucky fool who 
involuntarily suffers the fallout from the stupidity that will spring up 
around this.

I think we already have our first two favorites!

Then again, a simple phone call to the police with a head's-up about what 
was going on beforehand would have gone a long way to prevent the entire 
mess, which leads one to believe the uproar was desired.  I wonder if it was 
worth $750,000 though.
