Considering that numbers are portable now, I don't think you can
easily say that any certain block of numbers "belongs" to any carrier
by default.  However, the carriers themselves have to have some sort
of mechanism for knowing what number is on what carrier, so there has
to be a directory somewhere.  I doubt it's public though.
