There are 3 camps:

1.) Do nothing until we know for sure.
2.) Monitor until there is a preponderance.
3.) Do something now due to opportunity costs.

George is likely in camp #2.

What's needed is clear: some real ideas on options with associated
costs and benefits.  Then we can choose what to do and what not to do.
 And, as we get more information, we can change our actions.

The whole "do nothing because we don't know" is ridiculous.
