Thanks, Dana. I ended up calling the CRA (same as IRS in Canada) and, lo and behold, actually got to talk to an agent. You are correct on the first two counts and, according to them, there is no 1099 equivalent unless he's a construction contractor and/or I'm a Canadian government entity.
