Just received one of the strangest emails I've ever seen. Fully
parameterized. All headers, From, To, CC, Subject, even the first routing
header! Message-ID, originating IP, domain name, routing date and time
etc.
(the bottom Received: header is all on one line, there was no blank line
between that and the Message-Id line)

I assume I was on the BCC list for this; there's no valid To header.

Is there any legitimate use for this?

yikes.
