odd, did that work for the Italians in Ethiopia and North Africa when they decided to decimate (kill 1 in 10 randomly, man, woman or child) civilian populace of a town after a Bedouin attack on an Italian military force?
How about the British in America during the Revolutionary War? The French in Algeria? what about when the Romans did it to "pacify" the populace in Gaul? did that stop the "rebels?" how about the Germans killing French civilians in reprisal for Resistance attacks in WW2? or, more recently, did the Russian tactic that also mimicked what you describe, did that work well for them in Afghanistan? Did the mujahadeen decide to throw in the towel after the Russians would make reprisal attacks? Or how about when the Japanese would execute POWs or civilian internees for Allied/Chinese attacks?
