True enough, however that would have legacy implications for Bush.

He lied to bring America to war and then totally bungled the
occupation and exit, as well as keeping our troops equipped and cared
for.  If he pardons the guy who is now the symbol of his  failure,
it'll be pretty much case closed on him in the history books.

That is, he could try to maintain some form of "I never lied" by
standing up behind the prosecution.
