yes but this assumes that the whole computer is slow not just the arrow keys... 
but ifthis is recent and you haven't made any hardware changes yes I would be 
thinking malware. If you've already run SpyBot and AdAware try Hijack This. It 
won't fix anything but it's very good at giving a picture of what's running on 
your computer.
