Well, we are going back beyond his Presidency, so I don't think it really
counts, but raping Jaunita Broaddrick in a hotel in Little Rock while he was
AG of Arkansas pretty much takes the cake for personal scumbag behavior.

As for his Administration, how about bombing an aspirin factory in Sudan to
take the attention off the impeachment thing?

As for abuse of power, how about the discovery of 900 Republican FBI files
in the White House, sent there at the request of a Clinton advisor? Firing
the White House Travel Office staff to hire cronies, then having the FBI
investigate the fired staff to try to discredit them? Using the IRS to
target conservative groups like the Heritage Foundation and the NRA for
audits? (Somehow no liberal political groups were caught up in the "random"
audits).

Bush has his share, but let's face it, no one is clean in politics.
