I don't think pulling back is part of the plan, at least not in the short
term. That's Tim's point. We have to take the neighborhoods, hold them,
engage the local population, provide security and help the government can
provide water, electricity, health care, etc. In short, we have to help run
things on the ground at the local level, and we probably have to do it for
years to come in varying degrees. That's the bad news. The good news is that
success in the short term gives people faith in the long term plan. What the
Iraqi people need- what the terrorists are trying so hard to destroy- is
hope for the future.
