It's been a while so I don't remember, but if there were underage kids in
the building, that weren't given permission to be there by their parents
then the FBI can get involved.

If there is the suspicion that there were people under 18 in the building at
all that weren't from that state, or they weren't allowed to leave, or were
brainwashed or anything else regardless of rape, then the FBI can take
jurisdiction.
