Well it used to be that only property owners could vote and back in
the 80s there was a small movement to return to that model; I think it
was property owners and college students then.

I'm still not sure what the drunkard's point was, but the concept of
the smart stealing from the ignorant is universal in all systems of
government and, in fact, is a basic human condition.  What democratic
capitalism does is allow you to compete on a level playing field: all
players have equal access to information.  Whether they read it/study
it and what they do with it is up to them.

And, one man's trash is another's treasure.  For example, you might be
willing to buy 3 mile island property because you got an awesome deal
on it.
