I don't think so? It's Gruss who thinks French kids are models of politeness. 
Perhaps you're thinking of that. The French were pretty rude to my mother, who 
never did become fluent. I didn't have much of an issue but most people thought 
I was French. Possibly from Alsace, a few of them. I *did* say that to some 
extent the French have a point. Also that Americans do the same in the US.  

As for learning the language -- I think their attitude is more or less that you 
should do it well if you are going to do it. Six years of Alberta public school 
French (the significance of this being that it's not a French-speaking place) 
probably gave you a good vocabulary but a heavy accent. Just speculation, but 
it would explain your results. Please note that I am not dealing right now in 
whether they *should* act this way -- just whether they do.
