That's a tough situation. You never know how someone is going to react.
If I mention to you that your dog barks when your gone are you going to be reasonable or defensive. If defensive then I have a potential conflict on my hand. It is easier and somewhat safer to let law enforcement handle it. Then again your neighbor might just be an a__hole.
