I don't have a problem with Licenses or requiring the owner of the vehicle
to insure it. What recourse do I have if you as an unlicensed uninsured
motorist run your car into mine?

Car insurance and vehicle licensing treat everybody equally, they aren't
designed to give some people one thing, while giving somebody else another
based on their economic class or ability to work.
