To make the background layer black, select the black color from the palette
on the toolbar and fill the background with black.

Here's how: 

1) On the toolbar, (the floating window with the paintbrush, pencil,
gradient, etc.) click on one of the little blocks of color near the bottom.
A color selection palette should appear. 

2) Mess around with the color selection palette until you get the color you
want. The current color will be the one at the top on the right.

3) Go to the floating window called layers. 

4) Select the background layer. 

5) Here's where it gets tricky. Look at the little boxes on the toolbar
palette again. One will be in front of the other one. If the one in the
FRONT is filled with the color you want, hit Ctrl + Delete to fill the
layer. If the one in the BACK is the color you want, hit Alt + Delete.
Either way, this will fill the layer with the selected color. 

If you want to quickly change to black and white on the toolbar palette,
there is a simpler way: Adobe put a little black and white icon just above
the background color on the toolbar floater. You can hit that to change the
colors to Black and White quickly.

OK. I've never worked with photoshop much in the past, but I decided to get
it and play with it, for my own education.

I've run in to a little problem, though.  I need to adjust the output level
of the background layer to 0 (make it black).  I don't want to paint it.  I
just want to turn it black so that I can more easily work with a layer above
it.

I select the background layer and go to Image > Adjust > Levels and set the
top output level to 0.  I click OK and nothing happens.  I go through the
same process and the highest output level is set back to 255.

2 things.  Why can't I change it and does anyone know how to do what I am
trying to do, if I'm going about it the wrong way?
