That's easy.

If he said "There's not enough evidence to convict" that means they
think the players might've been guilty but have made an executive
decision to not pursue the case because of difficulty, cost, etc.

In this case, they wanted to be clear that not only wasn't their
enough evidence to convict, they felt that there was no evidence at
all.
