A place I worked at had a similar distraction policy. A smart guy I used to work with solved this by telneting to his ISP and using pine to read his mail.
Sure, he had to use pine, but our employer never knew he read like 50 lists (mostly punk and art lists, I think). And since it didn't go through our Exchange server (which was slow), it was almost real time chat.
