I have a neighbor who just married an Argentine woman. He owns property in BA and lives there 6 months a year. They love it. No problems that I know of.
Brazilian cities can be a little sketchy in places, I hear, although lots of fun. I've been to a bunch of cities in Colombia. You need to check with the State Department and locals about which cities are safe there. Inf act, that's probably a good idea anywhere in South America. Uruguay is supposed to be awesome. Punta del Este is their resort area, the so called Riviera of South America. Montevideo is apparently a lot of fun. Santiago, Chile has a great reputation for fun, though I've heard of some unrest there lately. Not sure about that. Peru is supposed to be great, I know a bunch of Peruvians in San Diego who go back and forth all the time and they don't have any problems in Lima or anywhere else that I have heard of.
