Although the top marginal rates are high in France, as shown by the
Forbes Misery Index, there has been substantial reform in the country.
France has lowered its score in the index by 26.3 points over the past
five years. Moreover, this trend should continue over the next several
years.

The Forbes Happiness Index also shows that employees in France are
satisfied with their salaries after income and social taxes. (The
take-home percentage is basically the same as in New York City, but
the French have social benefits New Yorkers could only dream of.) This
is true at the 50,000 euro salary level through the 1 million euro
level in the Forbes Happiness Index for both married and single
individuals.

Expatriates are even happier in France, since the reforms shown in the
previous Forbes study suggest that France is now the most attractive
location for expatriates in Europe. In fact, New Yorkers expatriated
to France pay the same tax as they would if they'd stayed on Wall
Street or Park Avenue--and sometimes less. The French paradox is
proven again.
