It's a sociological fact. A lot of people really *need* a God in their lives. A lot of people make decisions such as," I could to this and mess this person up...but what would that mean for my soul..." or "Damn...I'll go to hell if I do this.."
Remove that 'fear' of God and for a large number of people there are no ethics to replace it.
