DI implies a wanton disregard for human life when taking a particular action. Blindly firing a pistol into a crowd or pushing a large heavy object off a building onto a crowded street would be Depraved Indifference The phenomena you refer to is the Bystander Effect or Bystander Apathy (ref: http://en.wikipedia.org/wiki/Bystander_effect). Essentially a crowd of people (an important consideration) will stand by and do nothing because each assumes--wrongly as it happens--that *someone else* will do something.
