It just so happens that we live in a time of transition from the age of work being done locally to an age when work will be done anywhere and everywhere. I know one recruiting firm that outsources some of their headhunters to India, because in India they can hire specialists like engineers as headhunters, and they feel it gives them an advantage in pre-screening talent.
I wouldn't worry too much about them hiring for those jobs, either. India isn't technically an ally, but their interests and our interests are very closely aligned in many areas.
