Just to play "Devil's Advocate". 

Would we be doing him a favor by throwing him in jail. He may very well be
living better in prison than he would be back "home". I don't think we can
force another foreign government to incarcerate someone for crimes committed
in the US..

So.. what do we do?

I'm not sure it matters.  The guy has been charged with a whole slew
of things, including DWI, felony death by motor vehicle, two counts of
assault with a deadly weapon, no operators license, careless and
reckless driving.
