Nope, to me they are often the same thing.

Best=best at accomplishing its stated purpose.

The purpose of the app was to allow people to create their own sites.

Most successful is a good metric of how well that went.

Best written? Maybe not. Best UI? Fastest executing? Smallest
codebase? Most reusable? Even metrics like roi?

These may be useful to us as developers, but are not what are used to
measure the overall worth of an app.

Of course, the best apps we don't even notice we are using, even when
used constantly.
