Facts don't really matter much unfortunately.

He made the wrong decisions simply because they resulted in failure (worse 
highly public failure).  Had the exact same decisions resulted in success then 
they would have been completely and unequivocally right.

When you're charge it's your fault... well, at least it was that way in 
Carter's time.  Things seem to have changed sometime, say, six or seven years 
ago.  ;^)
