Flex Builder can be installed as a plugin to Eclipse.  That includes the SDK...

If you've just got the SDK, I'm not sure there is CURRENTLY any way to
"install it" with Eclipse though.  If there is, Adobe doesn't document
it because they want to sell you flex builder :)
