I think you should have a safety net. That is not however what FEMA does. I am not sure what FEMA does do. Providing emergency assistance to people who were in the path of national disasters does not seem to be on the list. I speak from personal experience here -- yeah there was that $500, I cashed the check, but it had little impact on my problems. I think we have all seen enough Katrina coverage to see my point.
So if an agency is not performing the function for which it was created, it needs to go.
