It's 85% Ethanol, 15% gasoline. 

The reason that the gas mileage is lower is that Ethanol doesn't burn as 
efficiently as gasoline, nor does it have the same energy per volume as 
gasoline.

It's not accurate that Octane = mileage, Octane = a smoother running engine

E85 is a band aid, the real answer is to find something that burns with the 
same efficiency as fossil fuels but is renewable, or better yet do away with 
internal combustion all together.
