Terrorism resulting in death is murder. recruiting "martyrs" for suicide terror missions is "Consipiracy to commit murder"
In many jurisdictions the penalties are the same. For some reason I don't see that approach being used in stopping the recruiting. IT makes no difference if it is claimed to be religious based, and murder is not a religious freedom protected by the US consitiution.
