Jerry, your reference to the M16A2's three round burst capability is incorrect. 
 It would be considered a machine gun under any state law, and certainly under 
federal law.

For most weapons, the answer is 1. That is true for "semi-auto" (which
automatically loads the next round, and does not require you to
chamber each round manually).

With this definition, even fully automatic weapons (m16a2), which
fires a 3 round burst, would not be considered a "machine gun".
