Yeah, I totally agree.  And, technically, this is the case assuming
that one keeps up with their Visa stamp.  If they don't, then they can
work legally while here but can't return.

The theory is that if you're a responsible worker who needs to be here
you'll keep your stamps current.  If they do lapse, you can't be
deported, you can still work, you just can't reenter until you go
through your security interview.

Like I said, given you pass an interview or 2 or 3 you should be able
to work legally towards citizenship.  Once you're working, your
security review could include co-workers and friends opinions.

But beyond security, why make it difficult for talented people to live
and work here?
