Extending Jim's thought a bit -- we were able to get into the add-ons (these we 
student lab pcs where other people are admin) and it didn't complain when we 
did this -- it simply ignored us. So you think you re-enabled them -- did you 
really? Worth checking. 

Also, are you admin on this pc or power user or?
